Family/Household Data

The digital system will require the availability of family/household data of beneficiaries in the following format.

Above data has immense importance in digital development and artificial intelligence because all operational processes, MIS, monitoring, evaluation, UHC analyses of UHC depend upon such data. The electronic collection of such data will create a national database of the country that can be utilized for all such and other purposes in the best interest of the nation, such as election, emigration, intelligence, citizenship, tax, vehicle registration, custom, import and export, population census.

Many countries have already had such national data in one or many different database formats such as oracle, SQL-server, PostgreSQL, Access, XML, Excel, central or distributed models, and digitalization at different levels in a much-secured environment and progressing to achieve maximum targets of UHC.

The countries that had no such data in electronic form, have to conduct first its population census electronically on the above formats; they will be able to digitize other operational processes of UHC. They may first establish the National Database and Registration Authority (NDRA) and collect population data using the following methods.

METHOD – 1

  • Development of Data Collection Centers (DCC) at different levels across the country for registration of families and storing it in real-time centrally installed servers with NDRA. The head of the family in each community can be motivated by using different ways of communication to visit DCC for providing his family data in the above formats.
  • Their motivation to come to DCC and provide family data should be linked with providing different types of utilities and facilities in the community, or small payments may be offered to each family member so that their pictures and fingerprints may be captured.
  • A solid and comprehensive media campaign should be started for such motivation.
  • A strong and comprehensive media campaign should be started for such motivation.
  • A National Identification Card should be issued to each eligible member of families.

METHOD – 2

  • Arrange a Data Collection Van (DCV) for data collection and registration of families at their doorsteps. This Van should be live connected to the servers installed with NDRA for real-time storage centrally.
  • Arrange manual data collection on the formats mentioned above in remote areas of the country. Afterward, this data should be entered electronically at NDRA or DCC.
  • A motivational media campaign will also be necessary so that people living in different communities should be well aware of the advantages of collecting such data and willing to provide accurate data about their families.
  • Finally, a National Identification Card should be issued to each eligible member of families.
The country may opt for one of the above methods or a combination of both to collect family data by considering the suitability of the prevailing condition of the country and budgetary constraints.
